Texas's 2021 law requires the state to create a blacklist of all companies that boycott energy companies and requires state entities to divest from blacklisted companies. The law also prohibits the state from entering into a contract with a company unless the company submits a written certification that it is not currently engaged in a boycott of energy companies and will not engage in a boycott of energy companies for the duration of the contract. The law does not apply to contracts valued at less than $100,000 or to companies that have 10 or fewer employees.
